国家边界是现代国际秩序的重要制度基础。它不仅划分领土，也承担法律管辖、安全防御、人口流动、市场与税收管理、公共服务资格以及政治身份等多重功能。当前国际秩序仍以主权国家为基本单位：《联合国宪章》明确规定会员国主权平等，并要求尊重国家领土完整和政治独立。因而，任何关于未来“国界弱化”或“政治融合”的理论，都不能把现行国家体系简单描述为即将消失的过渡阶段。
State borders are a foundational institution of the modern international order. They do more than divide territory: they structure legal jurisdiction, security and defense, human mobility, markets and taxation, eligibility for public services, and political identity. The contemporary international order remains organized primarily around sovereign states. The Charter of the United Nations affirms the sovereign equality of its members and requires respect for territorial integrity and political independence. Any theory of future 'border softening' or political integration should therefore avoid treating the present state system as though it were merely a transitional form on the verge of disappearance.
