Abstract

Failures of judgment in complex practice do not always originate in errors of inferential form. Public policy, technological governance, organizational management, and educational evaluation frequently exhibit another kind of situation: existing evidence can support a local causal judgment, and the inference itself need not violate formal rules, yet once the conclusion is elevated into the basis of overall action, it may lose adequate grounds by omitting relevant subjects, freezing evaluative goals, compressing time scales, or confusing different system levels. If one simply attributes this to "the limitations of formal logic," one easily conflates the distinct justificatory tasks borne by valid inference and practical judgment. This paper accordingly distinguishes three evaluative levels — formal validity, cognitive reliability, and practical adequacy — and generalizes the typical failures of complex judgment into four mechanisms of "premature closure": boundary contraction, goal freezing, time compression, and level flattening. Correspondingly, it proposes fourfold review — boundary adequacy, goal reflexivity, dynamic consequentiality, and level coordination — with revisability as the meta-principle running through the whole judgment process. Under bounded rationality, the framework does not seek to exhaust all variables, but to prevent relevant information and value conflicts from being prematurely excluded before a conclusion is formed. The paper further proposes a "burden of proof gradient" for practical claims: the more a judgment rises from local validity to overall adequacy, and from general advice to mandatory, long-term, or irreversible action, the greater the systemic burden of proof it should bear. For conflicts among the four principles, the paper does not presuppose a unified value weighting, but uses basic thresholds, irreversibility, cost externalization, and alternative possibilities as second-order review rules. This yields a seven-step procedure: delimiting the proposition, unfolding boundaries, clarifying purposes, identifying feedback, comparing levels, stress-testing, and installing correction mechanisms. The paper's theoretical increment does not consist in rediscovering the holism, feedback, or boundary problems of systems, but in reorganizing insights scattered across systems science, practical philosophy, bounded rationality, and critical systems methodology into an adequacy-review procedure for complex practical judgment. Its basic thesis is that mature practical rationality requires not only that a conclusion "be derivable," but that the judge be able to state why its premises deserve acceptance, why omissions are tolerable, who bears the costs, and under what conditions the formed judgment should be revised.
